This also ensure rights of minorities to establish and administer educational institutions of their choice as provided in the Article 30 of the Constitution of India.〔Wikisource:Constitution of India/Part III#Article 30 .7BRight of minorities to establish and administer educational institutions.7D〕 ==History== The National Commission for Minority Educational Institutions (NCMEI) was established as welfare of the minorities mentioned in the national common minimum programme and government established the commission through an ordinance in November 2004. In January 2005, the ordinance replaced by an Act. The commission is headed by a Chairman who belongs to a minority community and has been a Judge of a High Court. Two members are nominated by Central Government. They too must belong to a minority community and must be "persons of eminence, ability and integrity."
